The Decree on Extended Producer Responsibility for Textiles came into force on 1 July, 2023. Through the decree, producers and importers of clothing and household textiles become responsible for the waste phase of products they place on the Dutch market.

The products in the scope of the scheme include newly manufactured consumer clothing, work & corporate wear, table, bed-, table and household linen. Key desired outcomes of the scheme include:
- By 2025: At least 50% reuse and recycling (based on total placed on the market), of which at least 20% reuse, at least 10% reuse in The Netherlands, and at least 25% of the recycling is fiber-to-fiber recycling.
- By 2030: At least 75% reuse and recycling (based on total placed on the market), of which at least 25% reuse, at least 15% reuse in The Netherlands, and at least 33% of the recycling is fiber-to-fiber recycling.

  • From the entry into force of the Decree, producers will become legally responsible for delivering on the requirements of the Decree. This obligation includes organizing an appropriate separate collection system and financing it, as well as ensuring recycling and reuse of collected textiles.

    The delivery of the EPR scheme will result in the growth and development of the necessary textile collection and treatment systems to ensure reuse and recycling targets can be met. This will include:

    - Collection organisations - to ensure the collection of sufficient volumes in line with targets

    - Sorting businesses - to prepare textiles for reuse and recycling

    - Domestic reuse businesses - to meet reuse targets

    - Domestic and international recyclers - in order to ensure fibre-to-fibre recycling rates are met
