A bill that would establish a statewide extended producer responsibility (EPR) program for apparel and textiles in Washington. The aim is to enforce accountability and promote repair + reuse while reducing hazardous waste and environmental impacts. An EPR account would be established to manage funds. By January 1, 2027, producers would need to register with the Department of Ecology and join or form a producer responsibility organization (PRO). Responsibilities and requirements of the PRO include:
- Implement plans for the collection, transportation, repair, recycling, and proper management of post-consumer apparel and textiles of covered products. The plan must be submitted to the Department of Ecology by January 1, 2029, and it must be reviewed at least every five years.
- Include local jurisdictions and tribes as collection sites and provide convenient drop-off systems for covered products.
- Cover all operational costs.
- Maintain detailed records.
- Submit annual reports to the Department of Ecology.
Beginning March 1, 2033, producers must comply with the program requirements, and the department may oversee and alter the performance standards.

The law would apply to large producers, importers and sellers of apparel and textile articles in the state of Washington. Covered products include apparel, workwear, footwear, accessories (handbags and backpacks), and home textiles. Non-compliant producers may face civil penalties of up to $1000 per day for the first violation and up to $10,000 per day for subsequent violations.
