Massachusetts Textile Waste Ban

USA

Governmental Agency: Massachusetts Department of Environmental Protection (MassDEP)
Jurisdiction: Massachusetts, USA
Ref no: 310 CMR 19.000
Status: Adopted, November 2022

In October 2021, the Massachusetts Department of Environmental Protection released its 2030 Solid Waste Master Plan, which established a goal to reduce disposal statewide by 30% over the next decade. As part of this goal, from November 2022 a ban was introduced on the disposal of textiles including clothing, footwear, bedding, curtains, fabric, and similar items, and mattresses.

  • The Massachusetts Waste Bans affect all businesses and residents that generate or hold textile waste in Massachusetts, regardless of size.

As such, any entity (businesses producing textile waste, municipalities, waste management operators) that generates textile waste is expected to find reuse & recycling systems for textile products they wish to discard. All entities will be required to generate plans for how they will be compliant, and non-compliance can result in penalties. For residents, the ban will predominantly be focused on education and outreach, rather than strict enforcement and penalties.
